In response to today's Education Committee report, 'Children first: the child protection system in England', Action for Children's Head of Campaigns and Public Affairs Matthew Downie said:
"The Education Select Committee's call for an investigation into whether the criminal definition of neglect is fit for purpose is something Action for Children has campaigned on for some time.
"The current antiquated law on child neglect, which is nearly 80 years old and based on The Poor Law (Amendment) Act 1868, specifically excludes emotional and developmental harm.
"We need a succinct and clear definition of neglect that understands the long term harm caused by severe neglect and allows all the professions to work together to protect children."
