Rachel Cunningham, public affairs manager at pet charity Blue Cross, said:
“We fully support calls for the Government to stop dragging its feet on introducing tougher laws for owners of dangerous dogs, which includes attacks on private property.
“The only way to prevent dog attacks is by forcing owners to tackle problems before an attack happens by giving authorities powers to issue improvement notices that compel owners to attend compulsory training classes, as well as muzzle and neuter their dogs.”
